temperatures and some use global climate models and some both. there are lots of future greenhouse gas predictions. there was a brief period of time around the time of the national assessment in the year 2 thousand that we hoped we would see more flows in the river but if you look at the study recently out of university of washington, one has to have a pessimistic outlook on what future flows look like in the colorado river. my colleague marty produced one as well. that show as 50 percent reduction by 2030. i'm not sure i believe that but if you think the river is going to get more water, you might be living in, la la, land. two problems. one in lower basin and one in higher basin. if you look that bottom line the net balance is a minus one point 4 million acre feet per year. that's going in there on average and that's not doing to change in lake, powell, and the out flows are 14 million acre feed with that in that system , it doesn't take long to see you will have a problem with average hydraulics. in my state there's this great terror that some

most of the funding agencies for us is almost 100% from the county. while the prosecution has the benefit of grants. in fact, i believe the district attorney might have at least half of their budget is provided by grants. that is not provided to the indigent defense providers. federal grants are almost all directed toward prosecution and law enforcement. so the problem to have vast resources that i'm facing right now is that you have grant funding the police department, the sheriff's deft, the district attorney's office. there is a share that -- etc., etc. that share, which for them is a portion of their funding is almost my entire funding so when you say you're going to cut 13% off everybody equally. well, 13% for us is more than 13% of their entire budget than for the other agencies. now the problem is that's the ripple effect we just had here. now they still have their investigators because they have other agencies that provide the investigation. we don't. our investigators are the ones that have to be trimmed off because we can't pay for them. our

technology can help if used properly. such mechanisms include common- sense measures including digital tagging, community flagging, and a host of very important tools that could be used. my time is up. i will finish on this. we also need to weigh in on the ways that people, young children are moved around. last summer, this past summer, i convened a group of flight attendants led by american airlines which has a great program that really needs to be replicated worldwide so that the flight attendants and crews will recognize the person who is in traffic -- being trafficked, across borders or states, and take action. not in a vigilante type of white. alert the pilots so that when this individual gets off, the right law enforcement asset, can be waiting there at the gate. there were instances after instances told where it just did not look right. and the flight attendants and watched what was going on, got into a conversation, perhaps when the young lady was going to the restroom and told the pilot who told law-enforcement.
